Fusion energy, recreating the reactions of the sun here on Earth, is the ultimate decarbonized energy source, combining cleanliness, safety, and virtually inexhaustible potential. With milestones such as the first plasma generation in the world’s largest superconducting tokamak device, JT-60SA (October 2023), and the achievement of net energy gain at the U.S. National Ignition Facility (December 2022), humanity is steadily approaching the realization of this highly coveted energy source.
However, alongside scientific and technological progress, the realization of fusion energy also requires social readiness, through institutional design, market formation, and the establishment of public acceptance.
The Fusion Industry Research Center serves as a bridge of knowledge connecting academia, policy, and practice, transforming fusion energy from a “scientific achievement” into the “foundation of society.” The potential of fusion energy extends far beyond decarbonization and energy security; it offers transformative value across society, from industrial restructuring and regional economic revitalization to the creation of a sustainable foundation for future generations.
By approaching fusion energy from the combined perspectives of industry and society, and through scientifically objective analysis and dialogue with industry and local governments, we aim to co-create a fusion-powered future society that enriches people’s lives.

Fusion Policy and Strategy Research Think Tank
For the social implementation of fusion energy, institutional design is essential - linking research and development to technological demonstration through a sustainable investment environment, establishing market rules that enable new entrants, and developing legal frameworks for safety standards. The Fusion Policy and Strategy Think Tank compares and analyses domestic and international policy and regulatory systems to propose desirable models for institutional and market design. It also examines fusion energy from ethical, legal, and social (ELSI) perspectives to contribute to public acceptance, while analysing its economic impacts to support the creation of a sustainable industrial foundation.

To harness fusion energy as a force that enriches society, collaboration among people, communities, and industries is essential. The Industry–Municipality–Citizen Co-Creation Platform serves as a hub where industry leaders, researchers, local governments, and citizens come together to envision and shape a prosperous fusion-powered future through dialogue and cooperation. Through industry-academia partnerships and matching, collaboration with host municipalities and local residents, public dialogue and educational programs, and co-creative projects and events, the platform advances the social implementation of fusion energy rooted in local communities.

Demonstration and Societal Implementation Support Program
For fusion energy to become a force that sustains society, it is essential not only to apply research findings in real-world demonstrations but also to design mechanisms to ensure business sustainability. The Demonstration and Social Implementation Support Program takes a comprehensive view of the entire demonstration and commercialization process, engaging directly with stakeholders on the ground to identify and resolve challenges. In addition to supporting project management, regulatory compliance, safety standards, and site coordination, the program promotes the social implementation of fusion energy through the development of commercialization roadmaps and the validation of revenue-recovery business models - aiming to realise a safe and stable fusion-powered society.
